Approximately
300,000 contaminated "Brownfield" properties are scattered
throughout the U.S. Owners of these properties who have wrestled
with investigation and/or remediation have frequently been stymied
by a lack of flexibility in the regulatory process. Recently, however,
with the advent of the EPA Brownfield and Voluntary Remediation
Programs (VRP), property owners and lending institutions have found
that many contaminated sites can be cost effectively investigated
and restored, enhancing the value of the site and allowing re-development
to proceed. This has coincided with the public's increasing
awareness of the economic and environmental benefits of "smartgrowth"
type development, leading to greater interest in the re-use of urban
properties.
The
efficient, streamlined, regulatory approach utilized by these programs
is an excellent fit for ENSAT's multidisciplinary, hands-on,
design-build team. ENSAT has performed VRP projects in Virginia
and Maryland, obtaining full regulatory closure for sites and allowing
beneficial property transactions to occur. At the Federal level,
ENSAT has recently become involved with a site that is going through
the EPA Facility Lead Program, a new promising program designed
similarly to the state Voluntary Remediation Programs.
ENSAT's
proven ability to apply our experience and practical orientation
in order to expedite each phase of this work, from site investigation
to remedial feasibility study to corrective action implementation,
is the reason these types of projects are becoming an increasingly
large part of our service portfolio. Our experienced staff knows
what works in each of these areas and how to work effectively with
regulators to reach closure and to proceed with redevelopment.
